The PRIMARY purpose of this position is to administer the Urban Design Commission and Central City Redevelopment Committee and to review plans and facilitate development in design overlay and form based zoning districts (districts requiring urban design/design and/or architectural review). In addition to the stated minimum experience and education, the ideal candidate will have experience facilitating and reviewing development proposals/projects in design overlay and form based zoning districts districts requiring urban design/design and/or architectural review). Examples of districts with design requirements are: historic, design overlay, conservation, and form based districts. The incumbent performs administration of the Urban Design Commission and Central City Redevelopment Committee. Administrative activities include public notices, researching background material, preparing reports and recommendations, meetings with clients and receiving and processing appeals. Work includes developing, recommending, implementing, and evaluating City policies related to urban design and urban infill development, and providing technical, architectural, design, historical, and policy guidance to staff, governmental officials, other City departments, boards and commissions, and regional, state, and national agencies. The incumbent defines and reviews issues of urban design as they relate to the City, develops alternative solutions to problems, evaluates special programs and City-sponsored projects, and works with the private sector and local, state and national organizations.
The SECONDARY purpose of this position is to provide as needed assistance for the Historic and Cultural Landmarks Commission, Downtown Design Review Board, and Appeals Board.
The following education and/or experience are the minimum standards which provide the requisite knowledge, skills and abilities for this position:
A Masters degree in Architecture, Planning, or Urban Design from an accredited college or university with coursework in Urban Design, Urban Planning, Historic Preservation and/or Urban Geography PLUS three (3) years of work experience with the overall development process in Design Overlay and/or Form Based Zoning Districts (districts requiring urban design/design and/or architectural review)
A Bachelors degree in Architecture from an accredited college or university PLUS five (5) years of work experience with the overall development process in Design Overlay and/or Form Based Zoning Districts (districts requiring urban design/design and/or architectural review).
Preference may be given to higher levels of education, experience and certifications as related to the vacancy.
OTHER REQUIREMENTS:ESSENTIAL FUNCTIONS:
Administer the Urban Design Commission and the Central City Redevelopment Committee;
Serves as an ex-officio member for the following design review committees:
Downtown, Near Southside, Camp Bowie, and Trinity River Vision Authority
Translates the goals, objectives, and policy of the Urban Design Commission and Central City Redevelopment Committee into programs, projects, and activities;
Provides technical, architectural, design, and policy guidance to City staff, governmental officials, boards and commissions, and regional, state, and national agencies/groups;
Reviews and makes recommendations to the Urban Design Commission regarding development applications;
Reviews, implements and updates Urban Design Overlays and Form Based Zoning Districts;
Makes presentations to a variety of groups and the media on urban design/development issues;
As necessary, works with contiguous jurisdictions and the State and County on common urban design/development problems or conflicts;
Writes reports and recommendations in accordance with applicable Urban Design Overlays and Form Based Zoning Districts;
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively with other employees and the public to provide quality seamless customer service; and,
Evaluates and reports on Urban Design Commission performance, write annual Commission report, and identify qualified commission candidates;
MISC. REQUIREMENTS:Required Knowledge, Skills and Abilities:
Principles and practices of urban infill development, historic preservation, urban design, and architecture.
Federal, State and local laws pertaining to zoning & urban development.
Research techniques and report writing. Best practices relating to the creation of Urban Design Overlays and Form Based Zoning Districts.
