The City of Fort Worth is recruiting for a Management Analyst II in the Police Department. Under administrative direction, this position will be responsible for performing a wide variety of complex analytical support duties related to departmental analysis and/or budget preparation and monitoring for the Grants and Contracts Section / Program Support Division.
The Grant and Contract Management Section provides support to the department including the administration, implementation, and management of departmental contracts, federal and state grant programs, Crime Control and Prevention District programs, and other departmental initiatives, including asset management and capital improvement projects.
A Master Degree or higher from an accredited college or university with major coursework in Public or Business Administration, Accounting, Industrial Engineering or a related field PLUS two (2) years experience in the analysis of processes, procedures, operations, systems or methods, including experience in City Management Administration, Budget / Finance
A Bachelor Degree PLUS four (4) years experience; degree coursework & type of experience, both as noted above, required.
Microsoft Word, Excel, PowerPoint, Windows NT and Budget skills also required. (Document on application form, as appropriate).
Duties of the Management Analyst II will include, but are not limited to:
Receive direction from and report directly to the Contract Services Administrator
Track, analyze and monitor program and contract revenue and expenditures within multiple budgets, ensure procurement procedures are followed and make financial projections
Analyze and make recommendations for the solution of budgetary, fiscal, or operational concerns and issues
Identify possible budget overruns and coordination of appropriate solutions such as requesting journal entries
Assist in the development of departmental administrative procedures and process documentation and implement improvements to increase efficiency, effectiveness, accountability, and data reporting accuracy
Develop Requests for Proposals/Request for Qualifications, evaluating proposals, scoring proposals, drafting and administrating/monitoring contracts
Serve as support staff to the Departments Budget Committee
Manage and maintain orderly files for daily operations and auditing purposes
Participate in the annual single audit process by responding to auditor requests & assisting in the preparation of audit responses
Provide a wide variety of research support and participation in special projects including research of new programs and services, conducting feasibility analyses, and assisting in the implementation of new systems
Monitor program and/or contractual progress in meeting goals, objectives or milestones
Provide regular updates to management staff regarding project progress and provide support to staff on projects as needed.
Additional duties as assigned to serve the needs of the Program Support Division.
Master Degree with major coursework in Public or Business Administration, Accounting, Industrial Engineering or a related field
Experience with Grant Management is a plus
Experience with Contract Management is a plus
Ability to communicate clearly and concisely, with experience with technical writing
Understanding of standard accounting practices and procurement procedures
Ability to apply analytical and project management skills
Experience with MARS/BUYSPEED or other financial management systems.
