Under the general direction of the Collection Management Administrator, performs functions to plan, implement and manage all aspects of library materials acquisitions including selection, ordering, receiving, invoicing, and interlibrary loan. Seeks innovative approaches to providing excellent service to internal and external customers. Upholds the Citys and Librarys mission and values in the pursuit of all duties.
Essential Functions:
Collections
Promotes system-wide approach to collection management activities; Oversees the selection and acquisition of all purchased and licensed collection content including hard copy, e-formats, online resources, and new content delivery methods as they become available; Tracks collection use to identify trends, interests and needs. Develops tools and processes that facilitate collection evaluation and planning; Identifies new items, sources and industry trends. Gathers staff feedback on new products. Develops and implements processes for new collections and formats; Responds to questions from the public and staff regarding purchasing decisions. Responds to inquiries from authors, including local self-published authors, wishing to place their materials in the Library; Monitors compliance with and makes recommendations for changes and improvements to the Materials Selection Policy.

Skills / Requirements

The following education and/or experience are the minimum standards which provide the requisite knowledge, skills and abilities for this position:
Four years of professional library experience including two years of supervisory lead responsibility.
Masters degree in library information Science from an ALA accredited college or university with major course work in library and information sciences.
Knowledge of collection management operations and publishing trends required.
Occasional weekends or evenings required.
Proficiency with Excel, Word, and PowerPoint required.
Experience managing acquisitions in a multi-branch public library system preferred.
Other duties include, but are not limited to:
Performs or assists with any system operations as directed to maintain work flow or respond to emergency conditions; Participates in local, state, and national professional activities. Keeps current with industry trends and best practices.
WORKING CONDITIONS
Library environment; exposure to computer screens; irregular hours. Essential and marginal functions may require maintaining physical condition necessary for moderate or light lifting; sitting, walking or standing for prolonged periods of time.
OTHER REQUIREMENTS:Acquisitions
Plans and manages library materials acquisitions processes and activities, including ordering, receiving, claiming, and invoicing, in accordance with Library and CFW standards and practices; Maintains acquisitions and fund records in ILS. Monitors, creates, and/or maintains requisitions and POs in CFWs purchasing system; Helps prepare annual materials budget allocations. Prepares reports on materials budgets, tracks expenditures, identifies spending trends, and makes adjustments as necessary. Ensures that expenditures are made according to established schedules, are within budgetary limits, and support Library service priorities. Handles end of year fiscal close of the budget and opening new budget annually; Oversees the processing, tracking and correspondence for gift donations including honorariums and memorials; Cultivates and maintains professional, ethical working relationships with library vendors. Promotes FWL as a partner interested in new products and solutions. Monitors vendor performance and resolves problems; Manages annual vendor contracts. Works with City Purchasing and Legal staff to write contract terms and negotiate pricing for goods and services that will provide the greatest benefit to the Library and City; Oversees management and operations of the Interlibrary Loan Unit.
Planning
Participates in planning and performance evaluation of the Collection Management Division; Works closely with the Cataloging and Processing Unit and other Library operational units to monitor and maintain efficient workflow through the Division and Department; Tracks data and prepares a wide range of statistical reports and documentation related to collection development, unit, and Division activities.
MISC. REQUIREMENTS:Supervision
Supervises units 3 selector librarians, 7 para-professional and clerical staff. Interviews, hires and trains staff. Conducts performance planning and reviews; Mentors staff. Fosters an environment that empowers staff and supports a team approach to creative problem solving; Continuously improves staffs knowledge and understanding of issues relating to library collections.
Communication
Maintains effective, reliable communication and congenial working relationship with Library staff; Trains FWL staff in collection management practices and tools; Advocates FWL to the community, library support groups, City departments, and professional gatherings.
Technical Skills
Uses vendors online tools and services to manage and improve collection evaluation, selection, ordering, receiving, cataloging, processing, and other collection activities; Participates in evaluation, selection, set-up and maintenance of ILS; Helps administer and troubleshoot Acquisitions and Serials ILS modules and interlibrary loan software. Sets up and troubleshoots vendor electronic ordering, invoicing, and other ILS interfaces; Trains and assists MetrOPAC partner libraries in the use of ILS Acquisitions system.
