The Police / Data Management Section is seeking a qualified IT Senior Programmer/Analyst to develop and administer ASP.NET web applications and other Police Department applications. Although this position is critical to department operations and is considered a high priority position, this position is available through September 30, 2013 and is not currently budgeted beyond this date due to citywide budget restraints.

Skills / Requirements

The following education and/or experience are the minimum standards which provide the requisite knowledge, skills and abilities for this position: Bachelor Degree or higher from an accredited college or university with major course work in Computer Science, Computer Science, Engineering, Management Information Systems, Computer Programming, Computer Technology or a related field PLUS five (5) years of experience with database administration, intermediate Windows Server 2003 and 2008 system administration, IIS Administrator and information systems design and administration, computer systems analysis, and computer programming in the current Microsoft .NET development environments
High School Diploma PLUS nine (9) years of experience with database administration, intermediate Windows Server 2003 and 2008 system administration, IIS Administrator and information systems design and administration, computer systems analysis, and computer programming in the current Microsoft .NET development environments.
OTHER REQUIREMENTS: Possess professional level of programming skills and administration of the Microsoft development environments: MS Visual Studio 2008 or later to support existing applications, develop new applications, and migrate existing applications to the .NET 3.5 framework or later. Ability to use structured design methodologies, peer reviews of design and code, lead customer involvement in design decisions, and development and use of software testing and acceptance plans. Extensive experience with Microsoft.NET framework (version 3.5 and later) and best practices fundamental to overall framework design, naming conventions for namespaces, types and members for various parts of a framework and exception handling. Ability to use the .NET Framework 3.5 or later, ADO.NET, ASP.NET and either Visual Basic .NET or C## to develop client/server and n-tier applications. Familiarity with use of cookies, web.config and app Settings.config files, and the security concerns with each to secure database connection strings, passwords, and sensitive data. Ability to utilize available APIs, build and implement custom controls, ADO.NET database connection methods, create interactive user web forms, and proper use of HTML, XHTML, HTML5, Javascript with either Visual Basic .NET or C## to enhance the user interface from application to application. Experience with TCP/IP, SSL methods, data encryption and use of XML. Extensive experience with Windows IIS 6.0 and IIS 7+ administration, configuration and problem solving experience is required to build and support a portal framework from which web based applications will be hosted. Possess extensive practical experience applying the principles and practices of RDBMS development and administration, including the design, documentation, and implementation of relational databases in both Microsoft SQL Server and Oracle. No DBA req.
MISC. REQUIREMENTS: Ability to design appropriate database security and implement a security scheme to limit user access. Experience with ASP.NET 2.0, 3.5 and 4.0 frameworks, interfacing with Microsoft SQL Server 2005 and Microsoft SQL Server 2008 databases. Experience in database administration and development within Oracle 9.2, 10g, 11 or Microsoft SQL Server 2005/2008 environment and Microsoft SQL Server Reporting Services report development is a plus. Familiarity with Active Directory security and Windows authentication in ASP.NET web applications as the primary form of application security. Ability to communicate clearly and concisely, to facilitate meetings and provide customer service, and extensive technical writing experience.
Office environment; exposure to computer screens. Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting for prolonged periods of time; manual dexterity; adequate speech, hearing, and vision required; operate assigned equipment.
