The Code Compliance Department is seeking an Administrative Services Manager to direct, manage and oversee complex business functions including administrative, strategic planning, resource management, fiscal functions and human resources. Prefer candidates with the following knowledge, skills and abilities: principles of municipal budget preparation, analysis, forecasting and control; rate determination or cost allocation experience; principles of municipal accounting, purchasing and human resources management; excellent written and verbal communication skills; proficient in MS Word, Excel, and PowerPoint with a demonstrated ability to make professional presentations; demonstrated analytical ability to include problem solving, recognition of organizational and operational deficiencies and ability to recommend corrective actions. Assume management responsibility for multiple funds; assist in developing and implementing departmental goals, objectives, policies, priorities, strategic and long-range work plans for each assigned service and/or operational area; and provide staff assistance to executive management staff.

Skills / Requirements

The following education and/or experience are the minimum standards which provide the requisite knowledge, skills and abilities for this position:
Bachelors Degree from an accredited college or university with course work in Business Management, Public Administration, Business Administration, Human Resources or related field PLUS three (3) years of increasingly responsible and complex administrative, fiscal, personnel and management experience including one year in a supervisory capacity.Microsoft Word, Excel and PowerPoint experience is required. Budgetary experience is required.

Primary responsibilities:

Manage the development and administration of the departments operating and capital budgets
Analyze and recommend rates for various general and enterprise fund programs including transfers for services between funds
Assume management responsibility for administrative and fiscal staff
Ensure adequate financial controls and develop appropriate policies and procedures
Forecast meaningful financial trends and formulate financial plans consistent with sound financial practices
Identify opportunities for improving service delivery methods and procedures; identify resource needs; implement improvements
Provide quality assurance/quality control for administrative actions and human resources related decisions
MISC. REQUIREMENTS:Environmental Conditions:

Office environment; exposure to computer screens; working closely with others.

Physical Conditions:

Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting for prolonged periods of time.
